In a bold move to protect the trucking industry, two key leaders recently voiced their strong opposition to New York’s controversial congestion pricing toll program. Chris Spear, President & CEO of the American Trucking Associations (ATA), and Kendra Hems, President of the Trucking Association of New York (TANY), wrote a letter to the U.S. Department of Transportation (USDOT), urging support for the Trump Administration’s decision to end the program. Their message is simple and clear: stop penalizing truckers who make essential deliveries to New York City.

The Unfair Toll Burden on Truckers

New York’s congestion pricing program imposes tolls on trucks entering Manhattan below 60th Street, with rates as high as $21.60 per truck per day. Passenger vehicles, in contrast, pay a flat fee of just $9 for unlimited access. Truckers already face multiple taxes such as the highway use and commercial motor vehicle taxes which passenger vehicles do not. Spear and Hems argue that this toll scheme is neither about reducing congestion nor improving infrastructure, but rather about raising revenue.

The revenue from these tolls is funneled into funding transit projects, but none of it goes toward fixing the city’s deteriorating roads and bridges. Truckers, who depend on these roads to carry out their essential work, are being unfairly targeted by a system that doesn’t support their needs.

Truckers Are Essential, Not the Problem

Trucks are the backbone of New York’s economy, delivering everything from food to medical supplies to businesses, hospitals, and homes. Unlike passenger cars, truckers have no alternative but to enter these zones to fulfill their jobs. The tolling system, therefore, punishes truckers for doing essential work and drives up the costs of goods and services for everyone in the city.

Spear and Hems emphasize that this policy threatens to increase consumer prices and lead to potential job losses, as businesses could face higher operating costs due to the tolls. It’s a financial burden that disproportionately impacts the very workers who keep the city running.

Trump Administration Takes Action

The Trump Administration’s decision to block New York’s tolling program was a much-needed victory for the trucking industry. In their letter, Spear and Hems thanked USDOT for its efforts to halt the toll scheme, calling it unconstitutional and discriminatory. They also urged the department to pursue legal action if necessary to ensure the tolling system is dismantled.
